May 6, 2013

The Silver Lake Township Supervisors held their regular monthly meeting on Monday, May 6, 2013 at the Silver Lake Township building.  Francis Fruehan called the meeting to order at 7:00 pm opened with a salute to th  Flag.

The minutes from the April regular meeting were read and approved on a motion made by Francis Fruehan and seconded by Evan Everitt, all approved.  The Treasurer Report was read, approved and held for audit on a motion made by Francis Fruehan and seconded by Evan Everitt, all approved.

Correspondence:  No Act 14 Notices received

Public Comment:  Vera Scroggins asked for the number of police officers.  Francis Fruehan said there are currently one full-time officer and one part-time officer.  The township is currently looking to hire another officer.  John Demaree asked about the bank balances.  Evan Everitt said the road crew is currently working on roads.  He plans on resurfacing at least one mile of the stone/oil roads.  The cost for one mile is $20,000.  In addition, he is looking to purchase new equipment - a new roller and trailer

Francis Fruehan explained before Act 13 funds can be spent a Resolution for Supplemental Appropriations must be approved.    Vera Scroggins asked where tax revenues come from.  It was explained the county mails out the township tax notices and as residents pay taxes it is forwarded from the tax collector to the township.  Vera Scroggins said she has filed right to know request with DEP regarding water issues related to gas drilling throughout the state. 

Silver Lake Community Park has asked for $5,000 from the Act 13 funds.   Francis Fruehan made proposal to approve the $5,000 request for the development of a community park and asked for public comment.  Mr. Fruehan said that PSATS that the funds go towards specific item or piece of equipment.  Evan Everitt would like approval to use the funds for the purchase of flake calcium to be used on roads that are especially dusty in front of houses.  Francis Fruehan had spoken with PSATS ad they said Act 13 fund could be used for these items.   Francis Fruehan made a motion to draft a resolution to approve the $5,000 request from the Silver Lake Community Park Committee for the purchase of mulch as well as $10,000 for the purchase of flake calcium to be used for dust control.  The resolutions would be presented and voted on at the next meeting.   Evan Everitt seconded, all approved.

Evan Everitt would like approval to sell the Eager Beaver equipment trailer on Auctions International to the purchase a new trailer.  The Eager Beaver trailer needs a lot of work and it would be better to put the funds toward the purchase of a new equipment trailer. Francis Fruehan made a motion to advertise the Eager Beaver equipment trailer on Auctions International, Evan Everitt seconded, all approved.  Evan Everitt is looking at purchasing a new equipment trailer for a price that will not exceed $18,900 (maximum amount of phone quote).  He is looking at trailers through the Co-stars Program.   The trailer would be able to haul all the township equipment with the exception of the grader. The trailer would be paid for with the equipment fund.   Francis Fruehan made a motion to approve the purchase of an equipment trailer in the amount not to exceed $18,900, Evan Everitt seconded, all approved.  Evan Everitt spoke regarding the purchase of a new Caterpillar CS56B Roller.  The trade-in value on the current Ingersol Rand roller is $28,550.  The total purchase price on the new roller is $130,200 which would bring the net amount due to $101,650.   John Demaree asked about the cost of renting a roller.  Evan Everitt explained the township at one time rented a roller.  Mr. Everitt said it works best to have a roller ready when it is needed not just for a few weeks in the summer.   The roller Evan Everitt is looking a purchasing is through the Co-Stars Program at Cleveland Brothers.  Francis Fruehan made a motion to approve the purchase, Evan Everitt seconded, all approved.

Francis Fruehan read the police report with 22 incidents, including 2 burglaries and 6 traffic stops for the month of April.

Evan Everitt gave the road report.  He spoke on a dirt/gravel road project he is currently working on putting together for Woodland Road.  The flake calcium comes in super sacks that weigh 2,205 lbs.  The flake calcium would be used on higher traffic roads.  Salt brine will continue to be used. 

Francis Fruehan read a letter received from Montrose Borough requesting approval for the Fire Police to help at the Memorial Day Event and July 4th Event.  Francis Fruehan made a motion to approve the request, Evan Everitt seconded, all approved.

Bids for road materials were opened:  Bids were received from Popple Construction, Eastern Industries, L & D Stone, F.S. Lopke, Pennsy and Damascus.  Bids were received for sluice pipes from Bradco Supply.  Bids received for fuels from Williams Oil and Propane.  All bids will be reviewed before a decision is made.

Supervisors met in Execution Session on April 9 from 1:00 pm to 4:00 pm regarding the Act 111 Collective Bargaining.

Assessment Permits – Kenneth Harnish for an Agricultural building on Fisk Mill Road.  No driveway permits, no road-crossing permits.

Francis Fruehan made a motion to pay the bills as submitted, Evan Everitt seconded, all approved.

As there was no further business presented, Francis Fruehan made a motion to adjourn the meeting.
