Regular Meeting Minutes
September 3, 2013

The Silver Lake Township Supervisors held their regular monthly meeting on Tuesday, September 3, 2013 at the Silver Lake Township building.  Francis Fruehan called the meeting to order at 7:00 pm opened with a salute to the Flag.

The minutes from the August regular meeting were read and approved on a motion made by Evan Everitt and seconded by Francis Fruehan, all approved.  The Treasurer Report was read, approved and held for audit on a motion made by Evan Everitt and seconded by Francis Fruehan.

Correspondence:  Act 14 Notice received from GEI Geotech Engineering Inc. on behalf of Carrizo Marcellus LLC for pipeline construction to be called the Trecoske Pipeline.

Public Comment:  Tom Jurista asked if there was an update regarding a vehicle that was stolen from his neighbor.  Evan Everitt said the state police responded and any update would come from them.  It was suggested he watch for the police report in the newspaper.

Francis Fruehan spoke regarding correction of term expiration for the Silver Lake Municipal Authority. It had come to his attention that there is an expired term on the Silver Lake Municipal Authority which is currently being fileld by a hold over member.  Ther term expired at the end of 2011 and is currently being filled by holdover member ick Demaree.  At the 2012 Organizational Meeting, we were not aware the term hd expired.  We need to either reappoint him or appoint someone else to fill the balance of this term, which has approximately 3 years, 4 months remaining.  This term will expire at the end of 2016.    Mr. Fruehan said each year one member’s term should expire.  It was discovered Mr. Demaree’s term had been overlooked. He would either need to be reappointed or appoint someone new.  The term will expire at the end of 2016.  No motion was received to reappoint Nick Demaree.  Francis Fruehan said he has had several individuals express an interest in serving on the Municipal Board.  Francis Fruehan made a motion to appoint Julie Perlick, Evan Everitt seconded; Sandy Brink abstained.  Motion approved.

Francis Fruehan spoke in regards to an advertised work session with Choconut Township and the Fire Company.  Mr. Fruehan said the Fire Company will be facing some large expenses in the future and has asked for Act 13 funds to assist in purchasing airpacks.  This will be looked at when budgets are being setup for 2014.

Francis Fruehan read the police report with 25 incidents for the month of August.

Evan Everitt gave the road report.  A Dirt/Gravel Road project has been awarded for Woodland Road in the amount of $45,000.  There are only a few roads left to finish up for the year.  Evan Everitt explained Silver Lake did not renew the agility agreement.  He said the state is behind on their projects with other municipalities and the only work Silver Lake requested with stone/oil roads. 

Fireworks permit – None.   Assessment Permits – Richard Demaree for a garage on Barney Road and Carl Speicer for a garage on Quaker Lake Road.  Driveway permits – Sandy Majors on Barney Road.  No road-crossing permits. 

Evan Everitt made a motion to pay the bills as submitted, Francis Fruehan seconded, all approved.
As there was no further business presented, Francis Fruehan  made a motion to adjourn the meeting, Evan Everitt seconded all approved.
