Regular Meeting Minutes
April 7, 2014

The Silver Lake Township Supervisors held their regular monthly meeting on Monday, April 7, 2014 at the Silver Lake Township building.  Francis Fruehan called the meeting to order at 7:00 pm and opened with a salute to the Flag.

The minutes from the March  meeting were read and approved on a motion made by Evan Everitt and seconded by Butch DeLousia seconded, all approved.  The Treasurer Report was read, approved and held for audit on a motion made by Evan Everitt and seconded by Butch DeLousia, all approved.

Correspondence:  No Act 14 Notices received for new well pads, driveways or pipelines.

Public Comment:  Vera Scroggins asked how many months it had been since an Act 14 notice had been received and if any Act 13 funds had to be used for road repairs.  Evan Everitt explained that $10,000 of the Act 13 funds had been allotted for dust control.  Vera Scroggins had the schedule was for road repairs.  Evan Everitt said the frost is still coming out of the ground.  A resident asked if the catch basins on Barney Road would be cleaned out.  Evan Everitt said they would be shoveled but some individuals living on that road are raking their yard waste into the ditch which is going into the catch basins.  John Demaree asked what the plan was for the other end of Barney Road.  Evan Everitt said the plan was to stone and oil either in the spring or fall.  A contractor will apply the oil and the township will take care of the stone.  John Demaree asked why it had to be done in spring or fall.  Evan Everitt explained the road a lot of traffic with the summer poplulation and it was easier to take care of of the road in spring or fall.

Bids will be reviewed and awarded at the next meeting. 

Second winch was posted on Auctions International.  The high bid came in at $3,700.  Evan Everitt would like to wait and post it again later in the fall.  Evan Everitt made a motion to reject the $3,700 bid for the winch, Francis Fruehan seconded, all approved.

Evan Everitt spoke regarding his proposed equipment purchase and replacement plan for the year.

Purchase a military surplus Freightliner tractor/truck for $4500 to use as a chassis for the new water truck.  The $4500 received last month from the sale of the first winch posted and sole on Auctions Interntional will offset the cost.

Evan Everitt asked for authorization to locate and purchase a military surplus 5-ton dump truck for a cost of $3500.  Once the new 5-ton is ready for work, post the old 5-ton on Auctions International.  Evan Everitt also asked for authorization to loate and purchase a military surplus one-tone diesel pickup for a cost of up to $2500 to replace the old pickup which was sold last fall for $3100.  Evan Everitt asked for authorization to locate and purchase a government surplus fork lift for a cost of up to $2500 to use around the garage and grounds.  The township currently borrows a forklift when one is needed.

Butch DeLousia made a motion to approve the equipment replacement plan, Francis Fruehan seconded, all approved.

Letter of resignation has been received from Ken Schomp who was one of the township auditors.  Francis Fruehan made a motion to accept the resignation and seconded by Evan Everitt, all approved.  Butch DeLousia made a motion to appoint Bernadette Kanna to fill the balance of Ken Schomp’s term, Evan Everitt seconded all approved.

There is a vacancy in the Planning Commission when Bryan Young left the area.  Joe Sodon has been attending the meetings and has expressed an interest in the position.  Evan Everitt made a motion to appoint Joe Sodon to fill the remainder of Bryan Young’s term, Butch DeLousia seconded, all approved.

Francis Fruehan read the police report with 17 incidents for the month of March. 

 Evan Everitt gave the road report.   Road maintenance will begin as soon as weather permits.  Equipment maintenance is being completed.

Driveway Permits – None.  Road Crossing Permits – None.   Assessment Permits – None.  As there was no further business presented, Francis Fruehan made a motion to adjourn the meeting, Evan Everitt seconded, all approved.
