Minutes of the August 2014 Supervisors' Meeting

Regular Meeting Minutes
August 4, 2014

The Silver Lake Township Supervisors held their regular monthly meeting on Monday, August 4, 2014 at the Silver Lake Township building.  Francis Fruehan called the meeting to order at 7:00 pm and opened with a salute to the Flag.

The minutes from the July meeting were read and approved on a motion made by Evan Everitt and seconded by Butch Delousia, all approved.  The Treasurer Report was read, approved and held for audit on a motion made by Evan Everitt and seconded by Butch Delousia, all approved.

Correspondence:  No Act 14 Notices received for proposed well pads, driveways or pipelines. 

Public Comment:  A resident of Quaker Lake asked regarding a stop sign at the intersection of Lake Front and Barney Road.  Evan Everitt said there should be a stop sign there.  He will check to see if the sign is missing and if so, he will have one installed.  John Demaree asked about a stop sign at the Quaker Lake Cottagers Association building.  Evan Everitt explained that would be considered a driveway.  Anyone coming out of a driveway onto a road would need to yield to traffic.  Vera Scroggins if there had been any word as to when WPX would be back in the area.  Francis Fruehan said there has been no communication from WPX.   Vera Scroggins also asked about the material that had been put down on John C McNamara Drive.  Evan Everitt explained it was a oil/chip project which is now complete.

Evan Everitt said the Federal Government is considering eliminating the federal surplus program for the military surplus trucks due to the emissions issues and would like approval to purchase two trucks that are available.  He would like approval to spend up to $10,000.  Francis Fruehan made a motion to give Evan Everitt authorization to look into purchasing two surplus trucks up to $10,000, Butch Delousia, seconded all approved.

Francis Fruehan said there were 26 incidents for the month of July.  The report will be posted on the bulletin board after the meeting.

Evan Everitt gave the road report.  Crowley Road project is almost done.  Evan Everitt would like to take a look at roads and use some of the Act 13 funds to rebuild some of the roads.  Brittain Road and Heavey Road and certain sections of Sweeney Road need to be done.  Evan Everitt has put some numbers together and is estimating the cost for Heavey Road to be approximately $130,000 for 4/10 mile.  He is looking to see if he can get some of the cost down.  John Demaree asked if the amount of base could be reduced to help save on some of the cost.  Driveway Permits – None.  Road Crossing Permits – None.   Assessment Permits – None.  As there was no further business presented, Francis Fruehan made a motion to adjourn the meeting, Evan Everitt seconded, all approved.
