Minutes of the October 2014 Supervisors' Meeting

October 6, 2014

The Silver Lake Township Supervisors held their regular monthly meeting on Monday, October 6, 2014 at the Silver Lake Township building.  Francis Fruehan called the meeting to order at 7:00 pm and opened with a salute to the Flag.

The minutes from the September meeting were read and approved on a motion made by Evan Everitt and seconded by Butch Delousia, all approved.

The Treasurer Report was read, approved and held for audit on a motion made by Evan Everitt and seconded by Butch Delousia, all approved.          

Correspondence

Act 14 Notice was received from Bergmann Associates on behalf of Buckeye Pipeline for site work off State Route 167 near factory bridge.

Public Comment:  John Demaree asked about pothole repairs on Barney Road.  Evan Everitt said he took a look at the road and will be working on the repairs within a week.  Mr. Demaree asked about the stone/oil project for Barney Road.  Evan Everitt explained there were unexpected road repairs with the storm.  It is now late in the season for the stone/oil project for Barney Road.  John Demaree asked about a check to Vestal Asphalt.  Evan Everitt explained it was the stone/oil project for John C McNamara Drive and Lake Sophia Roads.  It was asked about the road project with the Act 13 Funds.  The Heavey Road project has been completed.  George Buffum said the roadcrew did a very professional job.  John Demaree said the roadcrew did a great job on Church Road as well.  Earl Lesch expressed concerns with four wheelers running on Kennedy Road.  On a Sunday morning at 2:30 am the four wheelers when through.  He has a neighbor who has had his garage broke in. 

Old Business –Results for the  two 2 ½ Ton Military Water Trucks on Auctions International – Kaiser-Jeep had a high bid of $2,30 and the Amercian General had a high bid of $3,300.  Butch Delousia & Evan Everitt were satisfied with the bidsFrancis Fruehan made a motion to accept the two bids, Evan Everitt seconded, all approved.

All the bills for the Heavey Road reconstruction project have not been received.  Once all invoices are in, Francis Fruehan will put together a resolution to reflect the actual Act 13 income and expenses.  Resolution 2014 – 1 will replace 2013 – 4.

New Business:  Francis Fruehan said work has started on the 2015 Budget.  Francis Fruehan made a motion for two work sessions – Monday, October 20 and Monday, October 27 at 7:00 pm, Butch Delousia seconded, all approved.  If more work sessions are needed, they will be advertised after the November meeting. 

Francis Fruehan read the police report - There were 23 incidents for the month of September that includes one burglary and five traffic stops.

Road Report – Evan Everitt gave the road report.  Getting the equipment ready for winter as well as taking care of ditch work.   John Demaree asked if there was a 5-10 year plan for road work.  Evan Everitt said there is no plan just trying to take one road at a time for upgrades as well as regular road maintenance.  Some road projects are being done through the Dirt/Gravel Road Program but the areas have to be approved by the county.

Assessment Permits – None

Driveway or Road Crossing Permits – Driveway permit on Quinn Road for Ferme.

Francis Fruehan made a motion to pay the bills as submitted, Evan Everitt seconded, all approved

As no further business was presented, Francis Fruehan made a motion to adjourn the meeting, Evan Everitt seconded, all approved.
