Minutes of the May 2015 Supervisors' Meeting

Francis Fruehan called the meeting to order at 7:00 pm and called for a salute to the Flag.

Minutes from the April Meeting were read and approved on a motion made by Evan Everitt and seconded by Francis Fruehan, approved.                          

The Treasurer Report was read, approved and held for audit on a motion made by Francis Fruehan and seconded by Evan Everitt, approved.          

Correspondence – No Act 14 Notices received in April for proposed well pads. 

Public Comment – Vera Scroggins asked if any new news from SWN Energy.  Francis Fruehan said there have been no updates received.  Vera Scroggins asked how the condition of the state roads were.  Evan Everitt said he is concerned with the condition of the township roads. 

Bids for advertised materials and services opened:

Triaxle use:  Stoney Mountain $75.00/hr.; Trecoske Excavating $85.00/hr; J & G Excavating $100.00/hr; Rounds Construction $85.00/hr.

Flake Calcium:  Schoenberger Salt $439.50 per ton tote delivered; Bradco Supply $460.00 per ton tote delivered.  Evan Everitt mad a motion to accept the Schoinberger bid, Francis Fruehan seconded, approvecd.

Sluice Pipe:  Bradco Supply: 12” pipe 5.04/ft – 6.30 each collar; 15” pipe $6.65/ft - $8.31 each collar; 18” pipe 9.40/ft - $11.74 collar; 24” pipe $15.30/ft - $19.30 collar.

Marie Turner Inc.:  12” pipe $4.95/ft; 15” pipe $6.38/ft.; 18” pipe $8.93 ft;  24” pipe $13.50/ft; - pipe have a bell end and no collar is needed.

Francis Fruehan read the Police Report with 14 incidents for the month of March.  Report will be posted on the bulletin board immediately following the meeting. 

Results of items advertised on Auctions International were discussed – Evan Everitt made a motion to accept the highest bidder for the 1993 Ford dumptruck of $3,150 and the chain saw with a high bid of $125.00.  Francis Fruehan seconded, all approve.  Evan Everitt would like to reject the bids for the 1990 Dump truck.  He has been talking with a township who is interested in the truck.  Evan Everitt made the motion to reject the bid, Francis Fruahan seconded, all approved.  The bidder for the hydraulic winch has backed out on the purchase and would like to re -advertise the hydraulic winch on Auctions International.  The lightbar has been sold and paid for twice but has not been picked up.  Evan Everitt would like to re-advertise the light bar on Auctions International.  Evan Everitt made a motion to re-advertise on Auctions International, Francis Fruehan seconded, approved.  Evan Everitt made a motion to also advertise an 11 Ft snowplow on Auctions International, Francis Fruehan seconded, approved. 

There is a snowplow that is not working for the township roads, the dealer has agreed to purchase back the plow and has a snowplow that is better suited for the township roads.  The cost would be $5,203.95.  Evan Everitt made a motion to trade-in the plow for the new Temco plow, Francis Fruehan seconded, approved.

The one police Tahoe is having engine problems.  It is burning a lot of oil, as much as 5 quarts between oil changes.  The vehicle has approximately 110,000 miles on it with significant additional idling time.  There are two options – fix the problem for approximately $950 under the assumption that the engine was not damaged or replace the engine with a rebuilt one. Quotes for the engine replacement – Bennett’s Auto Repair $5,399.89; DANA $6,035.00; GM $6,450.00.  Jasper remanufactured engine that comes with a 3 Yr./100,000 mile warranty.  Evan Everitt made a motion to accept Bennett’s Auto Repair, Francis Fruehan seconded, all approved. 

Francis Fruehan read the police report with 19 incidents for the month of April.  Report will be posted on the board after the meeting.

Evan Everitt gave the road report:  Crew has started to add material to some of the road spots on township roads.  There are still roads that have the frost coming out and have soft spots.  Pop’s Hobby Road has some issues and he will try to get this funded by the Dirt/Gravel Road Program.

Francis Fruehan made a motion to pay the bills as submitted, Evan Everitt seconded, approved.

A resident spoke regarding a number of animals in the area with possible rabies.  His neighbor is in the process of receiving the shots after her dog was attacked the raccoon that bit the dog tested positive for rabies.
