Minutes of the June 2015 Supervisors' Meeting

Francis Fruehan called the meeting to order at 7:00 pm and called for a salute to the Flag.

Minutes from the May Meeting were read and approved with amendments on a motion made by Francis Fruehan and seconded by Francis Fruehan, approved

The minutes from the Special Meeting were read and approved on a motion made by Evan Everitt and seconded by Butch DeLousia, all approved.

The Treasurer Report was read, approved and held for audit on a motion made by Evan Everitt and seconded by Butch DeLousia, approved.  John Demaree questioned the amount of the Frontier bill.  It was suggested Frontier be contacted to see if the rates could be reduced.

Act 14 Notice received from Hawaker Engineering on behalf of Carrizo for site modifications and disturbances in the vicinity of the Trecoske Pad.

Public Comment – A resident asked if there could be more of a police presence in the township but with only one full-time and to part-time officers it was difficult.  Francis Fruehan said as many shifts as possible are filled.  A resident expressed concern with the number of dirt bikes he sees on his road.  He has not seen a police car on his road in some time.

Bids results:  All materials accepted.  The material will be paid from the General Fund.  The material will be purchased from the quarry closest to where the work is being done. 

Sluice pipes award to Bradco Supply – even though they were not the lowest bidder.  They will deliver any quantity of pipe.  Marie Turner will only deliver a full truck load.

Flake Calcium:  Schoenberger Salt.

Triaxle use: All bids accepted.  Calls for triaxle will be according to the hourly rate provided by each compay.

Fuels:  Mirabito

E2 Oil:  Vestal Asphalt

Francis Fruehan made a motion to accept the bids as recommended by Evan Everitt, Butch DeLousia seconded, approved.

Auctions International bid results:  One-way snowplow with a high bid of $3,300,  Hydraulic Winch $1,650.  The last time this was posted the high bidder backed out as well as the second high bidder, lightbar at $130 – this is the 3rd time this has been sold but the buyers never show up to pick it up.  Evan recommended accepting the three bids.  Francis Fruehan made a motion to accept the high bids, Butch DeLousia seconded, approved.

At the Special Meeting it was discussed the possibility of changing the bank and depository as recommended by the Township Auditors.  PLGIT is now charging a service fees based on the number of transactions processed, deposits have to be mailed in and it taking some time for the deposit to appear in the account.

Visions Federal Credit Union and NBT were discussed.  There are townships in the area that currently use NBT and are happy with them.  Motion was tabled until NBT paperwork could be reviewed.

The 5-year term for the Municipal Authority held by Michael Merritt expired at the end of 2014.  Mr. Merritt did not wish to be reappointed.  The term will be for the balance of the 5-year term and will expire December 31, 2019.  Carl Spicer has expressed an interest and would be willing to serve on the Municipal Authority Board.  He is a resident of Quaker Lake and has a background in finance.  Francis Fruehan asked for any comments before calling for a motion to appoint Mr. Spicer.  Francis Fruehan asked for a motion to appoint Carl Spicer to the balance of the 5-year term.  Evan Everitt made a motion to appoint Mr. Spicer, Butch DeLousia seconded, approved. 

Joanne Burr, a board member of the Municipal Authority, whose term expires on December 31, 2014 has resigned.  Francis Fruehan asked for any comments before accepting Mrs. Burr resignation.  Francis Fruehan asked for a motion to accept the resignation.  Butch DeLousia made a motion to accept Joanne Burr’s resignation from the Municipal Authority Board, Evan Everitt seconded, approved.  This will leave a vacancy on the Municipal Authority Board for the remainder of the term which will expire on December 31, 2015.  Anyone interested should contact one of the Supervisors.

A Road Maintenance Agreement was received from Southwest Energy.  Evan Everitt said he has talked to several other townships who have signed or had their solicitor prepare one for them.  New Milford Township has provided the one their solicitor drafted for them.  The documents will be forwarded to the Silver Lake solicitor for review.  Evan Everitt said the gas companies know the township control the roads and if a road is shut down they cannot get to their sites.  Southwest Energy does not want that to happen and is willing to work with the township.  Evan Everitt said  WPX was very cooperative with roads.  A resident asked if the Road Maintenance Agreement as provided by SWN be posted on the website.  Evan Everitt felt it should be tabled until July in order to give the solicitor time to take a look at it and then it can be discussed at the next meeting. 

At the May meeting with was discussion about rabies in the area.  Francis Fruehan called the PA Game Commission.  They acknowledge two confirmed infected animals in the county for 2015 – one of them in Silver Lake Township.  The Game Commission said this was not a spike from normal.  A resident said according to the Game Commission website, the Northeast has the lowest rate.  Other areas are much higher.

Evan Everitt gave the road report.  Roadcrew has started working the township roads.  Most of the roads are ready.  Dirt/Gravel Road Project has been awarded to Silver Lake Township for Quinn Road.  This project is approximately $80,000.  Evan Everitt said he will apply for a grant for Pop’s Hobby Road for the next available funding.

Francis Fruehan read the Police Report with 18 incidents for the month of May.  Report will be posted on the bulletin board immediately following the meeting.  The full report is also posted in the local newspapers.

As no further business was presented, Francis Fruehan made a motion to adjourn the meeting Butch DeLousia seconded, approved.
