Silver Lake Township

Francis Fruehan called the meeting to order at 7:00 pm and called for a salute to the Flag.

Minutes from the November meeting were read and approved on a motion made by Evan Everitt and seconded by Butch DeLousia, all approved.

Treasurer’s report was read, approved and held for audit on a motion made by Evan Everitt and seconded by Butch DeLousia, all approved.

Correspondence: Francis Fruehan explained that Jim Chambers has been maintaining the township website but will not be renewing his software license due to the cost increase. Mr. Chambers agreed to renew the domain name and hosting service for the next year so if the transition to a new webmaster is not complete by the end of the year, the website will not be dead. A new resident attended the meeting who expressed an interest in helping the township with maintaining the website.

Public Comment: George Buffum asked about the telephone bills. Evan Everitt explained that the “278” line to the township office had been eliminated. This saves approximately $100 each month.

Bid results for the John Deere Tractor and Boom Mower that were advertised on Auctions International. Evan Everitt gave the results with the high bid on the tractor at $29,921 and the high bid on the mower at $5,490 for a total of $35,411. Evan Everitt made a motion to accept the two high bids, Butch Delousia seconded, all approved. A payment will be made for the new tractor from the 2015 State Fund and the 2016 State Fund payment will be less an anticipated.

Before presenting the 2016 proposed Budget, Francis Fruehan explained some Act 13 Budget Resolutions needed to be taken care of. Francis Fruehan explained that when the first resolution was completed the township only had an estimate of the amount of Act 13 funds to be received. Now that the funds have been received the correct numbers need to be inserted which is done in the second resolution. Budget Resolution 2015-1 - Supplemental Appropriations of Actual 2015 Act 13 Revenues in the 2015 Budget. This revises and replaces Budget Resolution 2014-2 - Appropriations of Estimated 2015 Act 13 Revenue in the 2015 Budget. Francis Fruehan read Budget Resolution 2015-2 – Appropriations of Estimated 2016 Act 13 Revenue in the 2016 Budget and asked if anyone had questions. Evan Everitt made a motion to approve the two resolutions, Butch DeLousia seconded, all approved.

Francis Fruehan presented the proposed 2016 Budgets. Mr. Fruehan asked if anyone had any questions. Francis Fruehan made a motion to make copies of the proposed 2016 Budget as presented available for public inspection by appointment at the township building as well as posting on the township website, Evan Everitt seconded, all approved. Motion for advertising were made at the last meeting so the ad could run in this week’s issue of the Susquehanna County Independent. A Special Meeting to adopt the proposed budget will be held on Wednesday, December 30, 2015 at 5:00 pm at the township building. The Organizational Meeting for 2016 will be held on Monday, January 4, 2016 at 7:00 pm followed by the regular monthly meeting.

Francis Fruehan read the police report with 23 incidents for the month of November. The full report will be posted on the bulletin board after the meeting and the full report will be in the local newspapers.

Evan Everitt made a motion to pay the bills as submitted, Butch Delousia seconded all approved.

As no further business was presented Butch DeLousia made a motion to adjourn the meeting, Evan Everitt seconded, all approved.
